Delhi Services Bill Passed into Law with Presidential Approval, Indian Government Issues Notification

Delhi Services Bill: The Delhi Services Bill has received approval from the President and has now become law in Delhi. The Indian government has issued a notification regarding the implementation of the National Capital Territory of Delhi Government (Amendment) Act, 2023.

Home Minister Amit Shah presented the National Capital Territory of Delhi Government (Amendment) Bill, 2023 in Parliament on August 1st.

This law will replace the control over services with orders in the National Capital.

As per the notification, this amendment will be referred to as the National Capital Territory of Delhi Government (Amendment) Act, 2023.

Certain provisions have been added in Section 2 (E) of the Delhi Government Act, 1991 (referred to as the original Act thereafter). The term 'Lieutenant Governor' has been replaced with 'Administrator,' as appointed by the President under Article 239AA of the Constitution for the National Capital Territory of Delhi.

Delhi Services Bill: Center will have Control Over Suspension and Investigation of Officers

The bill proposes that actions such as suspension and investigation of officers in the National Capital will be under the control of the Central government.

Amidst the turmoil caused by the Manipur violence in both the Lok Sabha and Rajya Sabha, the bill was presented in the Parliament on August 1st. Most opposition parties were against this bill.

After discussions on the Delhi Services Bill, voting took place in the Rajya Sabha on the evening of August 1st. With 131 votes in favour, the Delhi Services Bill passed in the Rajya Sabha, while 102 votes were against it.

Initially, voting was supposed to take place using machines, but shortly after, the Deputy Chairman announced that there were issues with the machines, and voting would be done using paper ballots.

Earlier this bill was passed in the Lok Sabha amidst the boycott of the opposition parties.
