AI Revolution: India’s Standings in Comparison to Other Countries

The past five years have seen a significant increase in artificial intelligence (AI)-centric innovation in India. Over 4,000 AI patents are being filed during this period, which is more than six times the 2011-2015 figures. Globally, India ranked eighth among the top 10 countries.

But despite ranking good in terms of the number of AI start-ups, India lags behind other G20 countries, especially the United States and China, in innovation and technological development in the region. Meanwhile, the scope of artificial intelligence (AI) is disputed: as machines are becoming increasingly capable, tasks that previously required intelligence no longer fall within the realm of "artificial intelligence". For example, machines are now so capable of recognizing written words that it is no longer consider intelligent. These days, the tasks within the realm of AI are understanding human speech, playing chess or driving a car on its own without human support.

Talent: 

India stands second in terms of producing engineering graduates every year. Despite this, the US and China have more PhD holders. CSET data shows that the number of PhD holders in India in 2016-17 is one-third that of the US and one-fifth that of China. The lack of doctoral programs in India stifles its talent pipeline, limiting research output and IP manufacturing.

Secondly, due to lack of funding and research opportunities, about 7% of total enrollment is pursuing undergraduate studies out of India, mainly in the US (2016 data). India performed poorly in the Talent Flow Index as measured in the Global AI Talent 2020 report. India's ability to retain its talent was -0.32 as opposed to -0.28 and +0.38 for the US and China, respectively. Also, India's ability to attract AI talent stood at -0.18 compared to +0.68 for China and +6.29 for the US. The 'brain drain' and inability to attract talent has severely crippled India's ability to develop state-of-the-art AI.

Traditionally, India has not performed well in terms of patents due to various factors such as lack of infrastructure, limited resources, weak IP protection, etc. Recently, the government's think tank NITI Aayog and Google have agreed that both aim to promote India's emerging artificial intelligence (AI) and machine learning (Machine Learning-ML) ecosystem. They will work together on several initiatives, which will help in building an artificial intelligence ecosystem in the country. Meanwhile, NITI Aayog entrusted with the responsibility of developing technologies like AI and preparing a national program for research. With this responsibility, NITI Aayog developing a National Strategy on Artificial Intelligence along with the National Data and Analytics Portal.

How Artificial Intelligence started:

  • Artificial intelligence started in the 1950s, but its importance recognized in the 1970s.
  • Japan was the first to take the initiative and in 1981 started a plan called Fifth Generation.
  • After this, other countries also paid attention to this. Britain made a project for this named 'Elvi'.
  • European Union countries also started a program called 'Esprit'.
  • After this, in 1983, some private organizations together established a consortium 'Micro-Electronics and Computer Technology' to develop advanced technologies applicable to Artificial Intelligence, such as Very Large Scale Integrated Circuits.

Prospects of Artificial Intelligence in India:

  • With remarkable progress in the field of robotics, virtual reality, cloud technology, big data, artificial intelligence and machine learning, the possibilities of ushering in the fourth industrial revolution are being explored in the near future in India.
  • According to NITI Aayog CEO Amitabh Kant, artificial intelligence is going to change the way business is done in the country. It will specially used in innovations especially for the social and inclusive welfare of the country.
  • The time is approaching for the country to accept futuristic technologies like Artificial Intelligence and Machine Learning to increase capacity in the field of health care, improve education, develop innovative governance systems for citizens and improve the country's overall economic productivity.
  • In such a situation, NITI Aayog's partnership with Google will launch many training initiatives, support startups and provide Ph.D.
