The new education policy and the National Research Foundation have got approval in the first general budget of Modi Government-2. Also, Finance Minister Nirmala Sitharaman has a provision to introduce a bill to replace the University Grants Commission (UGC) by Higher Education Commission constituted of India (HECI) in its budget. For this, the draft bill will be introduced in the coming year.

According to the government, the formation of the HECI will be able to bring major reforms in the regulation of higher education system. Additionally, giving more autonomy to educational institutions and helping in achieving better academic results. Apart from this, the University Grants Commission Consultation Scheme has been given a green signal.

The Study In India Project has also got a green signal in the central budget. There is an emphasis on increasing the number of foreign students and faculty in other universities including IIT, IIM. In order to increase the trend of foreign students in India, online degrees and certificate courses are being started in Indian institutions. Also went to higher education, including 18 to 23 age number of class students (gross Innrolment ratio) plans to increase from 25.2 percent to 40 percent.

Skill India program to connect youth with employment:

A special provision has been made to connect youth with employment in the Modi government's budget. Under Skill India and Startup India, jobs will be started for employment and entrepreneurship. For the purpose of improving education, provision has also been made to fill vacancies of three lakh teachers across the country.

NRF:

NRF is being formed in the society act on the recommendation of the Prime Minister's Scientific Advisory Council. Prime Minister Narendra Modi will be its president. NRF will monitor all the research activities except Imprint, Impress, SERB. The Center has also prepared a roadmap for its establishment.
