Pradhan Mantri Ujjwala Yojana is a that scheme, which was started by the Government of India. The main objective of which was women empowerment, social reform, and social welfare. Under the Ujjwala Pradhan Mantri Yojana, BPL holder women of poor families were to be provided free gas connections at a concessional rate. Usually, women light the stove in the houses and use wooden sticks, etc., for which various trees are cut from the environment.

Keeping these problems in mind, the Government of India started the Pradhan Mantri Gas Connection Ujjwala Yojana. Under which the poor rural and urban families of India were to provide gas connections at subsidized rates mainly to BPL holder women.
Trafficking of women and children for commercial sexual exploitation is an organized crime that violates basic human rights. India has emerged as a source, destination, and transit for both in-country and cross-border trafficking. The problem of trafficking of women and children for commercial sexual exploitation is especially challenging due to its myriad complexities and variation. Poverty, low status of women, lack of a protective environment, etc. are some of the causes for trafficking.
A multi-sectoral approach is needed which will undertake preventive measures to arrest trafficking especially in vulnerable areas and sections of the population; and to enable rescue, rehabilitation, and reintegration of the trafficked victims.
Keeping the above issues and gaps in mind the Ministry has formulated a Central Scheme. "Comprehensive Scheme for Prevention of Trafficking for Rescue, Rehabilitation and Re-Integration of Victims of Trafficking for Commercial Sexual Exploitation-Ujjawala". The new scheme has been conceived primarily for the purpose of preventing trafficking on the one hand and rescue and rehabilitation of victims on the other.
Pradhan Mantri Ujjwala Yojana was started by the then Prime Minister of India, Honorable Narendra Modi on 1 May 2016 from a village named Ballia in the state of Uttar Pradesh. Whose slogan was "Clean fuel better life". At that time the target of this scheme was to provide free gas connections at concessional rates. To 5 crore women who are BPL cardholders by 2019. The financial facility for this was Rs 1600. By the year 2017, about 1.5 crore women were covered under this scheme.

Along with this, the woman should have her own account number and her minimum age should be 18 years. Eligibility and identification for Pradhan Mantri Ujjwala Yojana will be done by the State Government and Union Territories.
After the start of this scheme, all the families who are BPL holders and do not have gas connections will be eligible, first priority will be given to BPL holders, Scheduled Castes, Scheduled Tribeswomen.
During LPG connection distribution, priority will also be given to those states. Where the proportion of LPG connections is very less.

The continuation of the grant to the agency would be based on the satisfactory performance reported by the State Government/UT Administration. The Secretary in charge of Social Welfare/Department of Women and Child Development in the State Government/UT Administration shall be the chairperson of the State Level/UT Administration Monitoring Committee for the Scheme. Also for other members of the Committee would be nominated by the Secretary. The Committee at the State Level / UT Administration shall meet at least twice a year and monitor the project.
The Division dealing with the Schemes shall monitor the scheme, co-opting a representative from the State Government whenever necessary. So the Ministry may cause the inspection of P&R Home/Half Way Home whenever necessary.
The Central Government can incur expenditure not exceed 5% of annual outlay for monitoring and IEC activities out of which 3.5% for the Central level expenditure. 1.5% for giving non-recurring GIA to Implementing Agencies for installation of CCTV, computer, and also accessories to enable effective monitoring of the Ujjawala Homes by the Ministry.
