The hearing on the Lakhimpur violence case was held in the Supreme Court on Wednesday. Meanwhile, the apex court-appointed retired Justice Rakesh Kumar Jain of the Punjab and Haryana High Court to oversee the SIT probe into the Lakhimpur Kheri incident. Apart from this, the UP government was also ordered to include three senior IPS officers, including a woman police officer, in the SIT.
The court said that the SIT would continue its investigation under the supervision of Justice Jain. During the hearing, the UP government said it was paying compensation to the four farmers killed in Lakhimpur Kheri on October 3, but it was not sure whether the accused who were murdered should be compensated.
Justice RK Jain was born on 1 October 1958 in Hisar in a family of lawyers. His father, Gulab Singh Jain, was an income tax advocate and MLA from Hisar from 1972–1977. After completing his B.Com and LLB, he was registered as an advocate with the Bar Council of Punjab. And also with Haryana in May 1982. He practiced in the district court of Hisar.
In January 1983 he moved to the Punjab and Haryana High Court, where he practiced for 25 years in the civil, criminal, and revenue side. He was twice a member of the Executive Committee of the High Court Bar Association. He was promoted as a judge of the Punjab and Haryana High Court on December 5, 2007. Retired on September 30, 2020.
During the hearing in the Supreme Court on November 15. The UP government had agreed to investigate the Lakhimpur violence under the supervision of a former High Court judge of another state. At that time, however, the main accused, Union Minister of State for Home Ajay Mishra's son Ashish Mishra and two others were heard on bail. During this, the court had expressed displeasure with the current SIT investigation of the case.
The court had asked the UP government to upgrade the special panel set up to investigate, as most of the officers are from Lakhimpur Kheri. The Supreme Court had sought the names of such IPS officers from the UP government. Who could be included in the SIT set up for investigation? Also said that these officers can be of UP cadre, but they should not be residents of the state.
On October 3, at around 3 pm, farmers were protesting in large numbers in Tikuniya village, near the border of Nepal, about 70 km from the Lakhimpur district headquarters, so when suddenly three vehicles (Thar Jeep, Fortuner, and Scorpio) trampled the farmers. . Angry farmers created a ruckus over the incident. A total of 8 people died in this violence. This includes 4 farmers, a local journalist, two BJP workers.
The incident happened before the arrival of UP Deputy Chief Minister Keshav Prasad Maurya at a riot organized in Tikunia. After the incident, the Deputy Chief Minister had canceled his visit. So it is alleged that the car of Union Minister of State for Home Ajay Mishra's son Ashish Mishra had crushed the protesting farmers.
