It clearly states that if Uttar Pradesh needs it, a law can also be brought on it. The draft of that law (Uttar Pradesh Population Control, Stabilization, and Welfare Bill) has been prepared by the Law Commission of the state. Suggestions have been sought on that now. If all goes well, the draft will be handed over to the Yogi government in the first week of August. Now Bihar Chief Minister Nitish Kumar is saying that the population cannot be controlled by bringing laws. BJP and JDU are partners in power in Bihar. Because of this, the discussion of his opposition is everywhere. It is worth mentioning that like Uttar Pradesh, the increasing population is equally a matter of concern for Bihar.
Some political parties such as the Samajwadi Party and Asaduddin Owaisi's AIMIM are looking at linking the proposed population control law with Muslims and questioning the timing of such a proposed bill just before the Uttar Pradesh assembly elections. This is the reason that the draft of the proposed law is being discussed more than the population policy of the Yogi government. Therefore, it is necessary that both the new population policy and the proposed law should be understood separately first.
Therefore, on the new population policy of Uttar Pradesh, Chief Minister Yogi Adityanath said that the purpose of this policy is to stabilize the population of the state, to bring down the fertility rate. Is there a situation of population explosion in Uttar Pradesh? Alok Bajpai, joint director of Population Foundation of India, says that the situation of population explosion in a country or state comes when the population is increasing rapidly and the fertility rate is also above 4. Talking about Uttar Pradesh, between 1991 and 2011, the rate of increase in population has decreased by about five percent.
According to the 2011 census report, one-sixth of India's population (about 16 percent) lives in Uttar Pradesh. At present, the population of Uttar Pradesh is about 200 million, which is likely to increase to 28 crores by the year 2050. Uttar Pradesh has the highest number of adolescent girls (ages 10-19) in India. India's largest youth population (15-24 age) also lives in Uttar Pradesh. Experts tell about these two in the interest of Uttar Pradesh. But the government is worried about this age group the most. This is because 4 percent of girls become mothers between 15-19 years. 30% of boys in the state get married below the age of 21.
This means that the population of Uttar Pradesh is increasing continuously, but the speed of growth has decreased. Similarly, the fertility rate in Uttar Pradesh has come down in the last decade. According to the National Family Health Survey data in 2005-06, the fertility rate in Uttar Pradesh was 3.8. Which has come down to 2.7 in 2015-16. Whereas the national average of India is 2.2. According to an estimate, the fertility rate in Uttar Pradesh will reach 2.1 by 2025, which is close to the replacement ratio. Fertility rate means how many children a woman produces on average. Replacement ratio 2.1 means, by producing two children, the lineage will continue from generation to generation. (Point one because sometimes some children die at a young age.) That is, in both respects (population growth rate and fertility rate) there is no population explosion in Uttar Pradesh.
Alok Vajpayee says that the Uttar Pradesh government needs a population policy, but not the proposed law for two children. The Uttar Pradesh government has set a target of reducing the fertility rate below 2.0 by 2030 under the new population policy. To achieve this goal, the government will have to spread more publicity about the method of family planning to the people.
For example, if people at an early age start adopting methods like sterilization to limit the family, then it will be wrong. At that time they need to adopt methods of difference among children. There is a need for a policy to create awareness among people about this. Right now the Yogi government has prepared a policy on paper. To implement this, a separate action plan and budget will be required. If this policy was implemented with an action plan by allocating a separate budget, then the law would not be required.
The Yogi government, while implementing the population policy, said that if the population does not stabilize by bringing the policy, the fertility rate does not decrease, then the government will bring a law. A draft of this law has also been prepared by the State Law Commission. In which it has been said to give benefits of government schemes to the family of two children, such as two additional increments (increment) and 12 months leave with full salary and allowances on becoming a mother or father.
Those who give birth to more than two children will not be able to contest local, civic, and panchayat elections. They will not be eligible for government jobs. It has also been said to encourage families with one child. By June 19, the State Law Commission has sought suggestions for this. He has received more than 4000 suggestions in the last two days. One of them is also of Vishwa Hindu Parishad. The Vishwa Hindu Parishad has upheld the idea of a family of two children, but they object to encouraging a family with one child.
Vishwa Hindu Parishad working president Alok Kumar said, "Promoting a child means that the fertility rate will be around 1. On average, the fertility rate is 2.1, then only then the population remains stable. The population starts shrinking after having a child. As happened recently in China. And after 30 years they have to change their policy." The second argument of Vishva Hindu Parishad is – to encourage families with one child, a child will be responsible for 6 people, parents, grandparents, and maternal grandparents. Apart from this, the only child does not learn to walk with the family in society. Becomes arrogant and arrogant.
Therefore, he has recommended the removal of the matter of encouraging a family with one child from the proposed law. It is worth mentioning that the population law that has been drafted by the Law Commission is only that proposal, on which suggestions have been sought from the people. The Uttar Pradesh government has neither accepted it nor advised the Law Commission to make a law. The Law Commission itself has taken the initiative in this matter and made this proposal, which will be sent to the government after August. According to other experts, bringing the 'two-child law' has its own disadvantages, such as it can increase 'sex selection' and sex ratio can also be messed up.
Many opposition leaders are seeing this law associating it with Muslims, in which the voice of Samajwadi Party and AIMIM is the most vocal. By the way, both have their own politics behind this. There are almost six months left for the assembly elections in Uttar Pradesh. Political analyst Sanjay Kumar says, "In states where regional parties are in the fray, the BJP tries to get the Hindu vote outright and divide the Muslim vote among the opposition parties."
As seen in West Bengal and Bihar. In West Bengal, Mamta Banerjee got outright Muslim votes, due to this she was able to win. Had that vote split between the Left alliance and the Trinamool, the situation could have been different. Exactly the same happened in Bihar. If AIMIM had not got seats, the politics of Bihar would have been different.

That's why Nitish Kumar has been suggesting a formula to educate women for population control. According to him, there is a need to educate more women, not laws, for population control.
