The Supreme Court has issued a notice on the petition demanding the arrangement of inner line permit for Assam. Two student organizations have challenged the change in Bengal Eastern Frontier Regulation 1873. Due to this change, the Citizenship Amendment Act (CAA) may come into force in Assam. However, the Supreme Court currently refused to stay the change in the law.

The term inner line permit is used for the North East states since the time of the British rule

Basically, the Inner Line Permit is a travel document issued by the Government of India to its citizens so that they can travel for a specified period in a protected area. Let us tell you that the term inner line permit is used for the North East states since the time of the British rule. It was made a provision in the 1873 regulation for the protection of local ethnic groups during the British rule.

In British India, the Bengal-Eastern Frontier Regulation Act of 1873 took this step keeping in mind the British interests, which was upheld by the Government of India with some changes after independence. At present, the Inner Permit does not apply to all states of the North-East. These include Assam, Tripura and Meghalaya. However, the demand for it has been increasing in the North Eastern states. North East Students Organization has been demanding that the Inner Line Permit System be implemented in all the states of North-East.

Last year, a bill in this regard was passed in Manipur which called for strict rules for 'non-Manipuri' and 'outsiders' to enter the state.
